2020 Community Development Block Grant (CDBG) Program Year

The Community Development Block Grant (CDBG) Entitlement Program provides annual grants to the City of Grand Junction with the purpose of developing “viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.” The City of Grand Junction is an entitlement community, which means the City receives an allocated grant amount annually. These funds are used to complete a wide range of community development activities which include revitalizing neighborhoods, economic development, and providing improved community facilities and services that benefit low- and moderate-income persons.

The City received a regular annual allocation $469,134 for the CDBG 2020 program year. The City has also received an additional $275,976 in the first round of CARES Act funding. Those funds have already been allocated to multiple eligible projects that are critical to providing important services and improvements within the community.

For the 2020 program year, funding has been awarded to projects such as:

  • Homeless shelter upgrades for Homeward Bound ($45,000)
  • Counseling and Education Center for additional counseling services ($10,000)
  • Grand Junction Housing Authority for repairs to their Linden Pointe apartments ($54,000)
  • Group home and facility remodels for STRiVE ($20,559)
  • Food Bank of the Rockies office roof replacement ($15,000)

The City also works to provide or improve safe neighborhood walking routes near schools with CDBG funds. In 2020, $120,000 has been assigned to construction of improvements on Elm Avenue between Court Road and 28-1/2 Road including curb, gutter and sidewalk, which is a primary route for children walking to safely walk to and from Nisley Elementary School.
