Community Briefing for March 25, 2020

The City of Grand Junction is focused on and committed to the wellbeing of our community during the COVID-19 pandemic. The City is committed to putting measures in place to make sure that we continue to provide the core municipal services the community expects from the City of Grand Junction.

City Services Available Online – The COVID-19 pandemic certainly has impacted services and availability of City staff. The City encourages residents to conduct business by phone, online, or at a drop box location. Below is a list of available online services:

Utilities Department:

  • Utility bills can be paid at drop boxes that can be found at City Market, Safeway, the 5th Street Alpine Bank and the south side of City Hall. Utility bills can also be paid by phone by calling (970) 255-2323 or online at under Pay My Utility Bill.

Community Development Department:

  • The Community Development Department continues to conduct planning and permitting work. Persons can conduct business with the department by calling (970) 244-1430 or by sending an email to during regular business hours.

City Clerk’s Office:

  • The City Clerk’s Office will allow liquor license renewals to be dropped off at the drop box located on the south side of City Hall.

Finance Department:

  • The Sales Tax Office will have options to file sales tax returns or complete a sales tax license application:
    • Mail your return to PO Box 1809, Grand Junction, Colorado 81502-1809
    • Place in drop box on the south side of City Hall

  • Accounts Receivable will have the following options for paying an invoice:
    • Mail to PO Box 1809, Grand Junction, Colorado 81502-1809
    • Place in drop box on the south side of City Hall
    • Call in payment or questions to (970) 244-1581
  • Accounts Payable will have the following options for vendors receiving payments from the City:
    • Complete an ACH form for direct deposit by calling (970) 244-1519 or by  e-mailing
    • All other payments will be mailed by City
  • In-person visits to Sales Tax, Accounts Receivable, and Accounts Payable are by appointment only. Please call (970) 256-4025.

February 2020 Lodging, Sales and Use Tax Emergency Refund Information – On March 23, 2020, the Grand Junction City Council approved Emergency Ordinance #4912. This Emergency Ordinance, a response to the COVID-19 emergency, will provide for an emergency refund of taxes collected in February 2020 which were paid to the City in March 2020.

The City is currently working on an electronic form for businesses to request a refund of taxes already paid in March. This will be available on our website as soon as possible. Any business owner who has not yet paid, will also need to fill out this form to provide us information on their sales and agree to the terms of the deferment.

The City will be processing refund requests as quickly as possible once the form is available. Businesses can expect a refund approximately one week after requesting. At this time the State and County have not decided to defer February 2020 taxes, this refund only applies to City sales, use and lodging taxes paid.
