
The City of Grand Junction will be joined by a new City Clerk next week. Wanda Winkelmann has been appointed to the position by City Manager Greg Caton and she will be joining the organization on August 28. Ms. Winkelmann was one of 108 individuals who applied for the position and took part in a professional assessment process.
The City Clerk position became vacant following the retirement of long-time Clerk Stephanie Tuin in June of this year. Records Manager Debra Kemp has been serving as the Interim City Clerk in the time since Tuin’s retirement.
The City Clerk plans, directs, manages and oversees the operations of the City Clerk Division which includes maintaining the City’s official records and the City’s Code of Ordinances, conducting municipal elections, processing and issuing liquor licenses, preparing for and staffing City Council meetings, and managing volunteer board and commission vacancies.
Ms. Winkelmann comes to the organization with over 15 years of experience as a municipal clerk. Most recently she has served as the City Clerk for Fort Collins, CO where she worked since 2012. She also previously served as City Clerk for Peoria, AZ and Rifle, CO.

Wanda holds a Master’s degree in Business from Regis University and has earned the designation of Master Municipal Clerk.
